Joseph “Joe” Kelley begon zijn loopbaan in 1982 als vrijwillig brandweerman bij de brandweer van Henry County. Hij bleef 37 jaar lang in dienst van Henry County, tot hij in 2019 met pensioen ging. Tijdens zijn diensttijd bij Henry County voltooide hij alle vereiste opleidingen en trainingen om de functie van brandweerman/EMT en vervolgens brandweerman/paramedicus te bekleden.

Hij zette zijn loopbaan bij Henry County voort en werd gepromoveerd tot brandinspecteur/onderzoeker, luitenant-inspecteur/onderzoeker, bataljonscommandant preventie en vervolgens tot adjunct-commandant preventie. Hij bleef voldoen aan de kwalificaties en opleidingseisen om gecertificeerd te blijven op alle gebieden van brandonderzoek. Naast zijn functie als brandweercommandant van de niet-gemeentelijke gebieden van Henry County, was hij ook werkzaam in de steden Stockbridge, Hampton en Locust Grove.

De heer Kelley heeft ook 23 jaar gediend als een in Georgia gecertificeerde inspecteur, Incendio Investigator en Peace Officer, en als lid van de Metro Arson Task Force bij ATF. Hij behaalde ook certificaten via de International Associations of Arson Investigators als Incendio Investigation Technician, International Associations of Arson Investigators International Associations of Arson Investigators, Evidence Collection Technician en Incendio Investigator.
