Joseph "Joe" Kelley begon zijn carrière als vrijwillige brandweerman voor de Henry County Incendio Department in 1982. Hij zou Henry County 37 jaar lang blijven dienen totdat hij in 2019 met pensioen ging. Gedurende zijn tijd bij Henry County voltooide hij alle noodzakelijke trainingen en opleidingen om de positie van brandweerman/EMT en vervolgens brandweerman/medewerker te bereiken.

Hij vervolgde zijn carrière bij Henry County door bevorderd te worden tot Incendio Inspecteur/Investigator, Luitenant Inspecteur/Investigator, Bataljonschef Preventie en vervolgens tot Assistent Hoofd Preventie. Hij bleef voldoen aan de kwalificaties en opleidingseisen om gecertificeerd te blijven in alle aspecten van het werkveld van Incendio Investigation.

Naast zijn functie als County Incendio Marshal voor de gebieden zonder inwoners van Henry County, bediende hij ook de steden Stockbridge, Hampton en Locust Grove.

De heer Kelley heeft ook 23 jaar gediend als een in Georgia gecertificeerde inspecteur, Incendio Investigator en Peace Officer, en als lid van de Metro Arson Task Force bij ATF. Hij is ook gecertificeerd door de International Associations of Arson Investigators als Incendio Investigation Technician, International Associations of Arson Investigators International Associations of Arson Investigators, Evidence Collection Technician en Incendio Investigator.
