Joseph "Joe" Kelley begyndte sin karriere som frivillig brandmand for Henry County Incendio Department i 1982. Han fortsatte med at tjene Henry County i 37 år, indtil han gik på pension i 2019. I løbet af sin tid hos Henry County gennemførte han al den nødvendige træning og uddannelse for at opnå stillingen som brandmand/EMT og derefter brandmand/paramediciner.

Han fortsatte sin karriere i Henry County, hvor han blev forfremmet til Incendio Inspector/Investigator, Lieutenant Inspector/Investigator, Battalion Chief of Prevention og derefter til Assistant Chief of Prevention. Han fortsatte med at opfylde kvalifikationerne og uddannelseskravene for at forblive certificeret i alle aspekter af Incendio Investigation-feltet.

Ud over at være County Incendio Marshal for de ikke-inkorporerede områder i Henry County betjente han også byerne Stockbridge, Hampton og Locust Grove.

Kelley tjente også i 23 år som Georgia-certificeret inspektør, Incendio Investigator og Peace Officer, ligesom han tjente som medlem af Metro Arson Task Force hos ATF. Han har også opnået certificering gennem International Associations of Arson Investigators som Incendio Investigation Technician, International Associations of Arson Investigators International Associations of Arson Investigators, Evidence Collection Technician og Incendio Investigator.
