Mr. Potter has more than 15 years of environmental and cultural resource management experience. He has managed and provided senior review for more than 1,000 Phase I Environmental Site Assessments and 250 Phase II Subsurface Investigations associated with lending transactions on a nation-wide basis. Mr. Potter has prepared hundreds of reports for regulatory agencies concerning remediation activities and subsurface investigations associated with contaminated properties. Mr. Potter has provided oversight, management, and regulatory compliance/closure of release incidents for utility-related emergency response events and large-scale utility upgrades, as well as underground storage tanks and sites impacted due to historical/current use as automotive repair facilities, dry cleaning facilities, and industrial manufacturing. Mr. Potter has an extensive knowledge of the Massachusetts Contingency Plan, Rhode Island Remediation Regulations, and the United States Toxic Substances Control Act.
In his current position, Mr. Potter manages and performs senior review for Phase I Environmental Site Assessments, Transaction Screen Assessments, Mini-Phase I Assessments, Phase II Subsurface Investigations including vapor encroachment assessments, and Property Condition Assessments.
Mr. Potter meets the definition of an Environmental Professional as defined in 312.10 of 40 CFR 312.
