Environmental Assessment Services – National Real Estate Firm

Over the last several years, EFI Global has performed over 1,000 assessments on properties for a national real estate lending and equity investment firm.  Services include Phase I and II Environmental Site Assessments, Property Condition Assessments, Indoor Air Quality Services and lead-in-drinking water assessments.  Properties consist of high-rise office buildings, retail malls, hotels, multi-family apartments, and agricultural facilities throughout the United States.

92-mile Rail Corridor Phase I and II Environmental Site Assessments

EFI Global performed a Phase I Environmental Site Assessment (ESA) of a 92-mile rail corridor in East Texas.  The initial project consisted of a site reconnaissance, limited site history investigation, regulatory agency investigation and database reviews.  The work performed identified several potential environmental concerns including adjoining facilities which handle regulated substances, abandoned underground storage tanks, operating fuel storage/sales facilities, a hazardous waste site, surface stains, and documented release locations.  As a result of our findings, EFI Global initiated a Phase II ESA.  The Phase II ESA investigations included shallow soil sampling and subsurface soil and groundwater sampling.  As a result of our activities, the client was able to assess the risk of acquiring and utilizing the former rail corridor.

Site Remediation Services – Airline Food Service Provider

EFI Global provided site investigation and remediation services for a former gasoline underground storage tank (UST) site at an airline food service facility.  The UST was removed in the early 1990s, but the site had not been closed and the surrounding area had been repaved without any surface identification.  In order to locate the former UST pit, EFI Global researched old site plans, conducted on-site personnel interviews, and used direct-push soil sampling equipment.  Soil borings and monitoring wells samples were used to determine residual soil and groundwater contamination.  A corrective action plan (CAP) was approved to remediate the site by excavation and disposal of contaminated soils and monitoring of the natural decrease of groundwater contamination.  EFI Global supervised implementation of the CAP, submission of an implementation report, and restoration of the site to a paved surface.  After groundwater monitoring showed that hydrocarbon concentrations were below evaluation criteria for one year, a No Further Action was granted.  EFI Global’s flexibility and efficient project coordination allowed the client to continue operations without experiencing schedule interruption.

File Review and Confirmatory Soil Sampling Services

At the request of a petroleum pipeline company, EFI Global performed a comprehensive file review and regulatory correspondence activities to achieve a No Further Action (NFA) status for a release of crude oil from a pipeline in the Midwest U.S.  After the release of over 95,000 gallons of crude oil into a farm field, the client and various contractors incorporated the crude oil impacted soils into several large-scale landfarms (over 53,000 cubic yards were treated).  EFI Global reviewed records spanning several years and developed and implemented a confirmatory soil sampling plan (SAP) for site closure.  Analysis of the soil sample showed that the soil surrounding the former pipeline release area did not contain hydrocarbons at concentrations above regulatory standards.  A report of the confirmatory sampling results was submitted to state regulators in which a NFA status was requested and granted within 5 months.

Site Investigations and Remediation Design

Preparing to purchase a 3-acre developed property with four industrial buildings, a large national property management company requested EFI Global to perform a Phase I Environmental Site Assessment and Limited Asbestos Survey.  Asbestos-containing building materials were identified in the onsite buildings.  Additionally, the potential for historical contamination of the subsurface was identified as the site had been used as a landfill within the tidal plain of the San Francisco Bay.  EFI Global conducted a Phase II subsurface investigation to determine the extent of impact to site soils and groundwater.  Laboratory analysis revealed concentrations of heavy metals and petroleum hydrocarbons above regulatory action levels in both soil and groundwater.

Brownfield Redevelopment

EFI Global performed removal of several underground storage tanks (USTs), coordinated transport and disposal of approximately 1,000 cubic yards of soil from the tank pit on an abandoned wood manufacturing facility located in a downtown area.  The property was originally developed in the 1860’s consisting of various parking lots, warehouses and structures formerly used for wood manufacturing.  Existing buildings were badly deteriorated and structural integrity concerns were apparent.  Four of the five USTs were 20,000-gallon.  In addition to the disposal of impacted soil, EFI Global performed removal, transport and disposal of 1,200 gallons of tank contents.  Negotiations with state regulators ensued and a No Further Action status for the UST area.  Upon final remediation, the property was redeveloped into a modern rail-served industrial facility.

Soil Bio-Farm Conversion

EFI Global experts implemented site remediation efforts for a national trucking company converting a soil biofarm into a landscape feature at a former trucking terminal and maintenance facility.  Our staff managed the removal of seven Underground Storage Tanks (USTs) containing up to 40,000 gallons of hazardous chemicals, and excavated 230 cubic yards of contaminated soil.  EFI Global’s strategy and coordination efforts with regulatory authorities provided the client with cost-effective remediation solutions and timely construction completion.

Storm Water Pollution Prevention Plan Design

EFI Global completed a Storm Water Pollution Prevention Plan (SWPPP) for a metal prefabrication facility.  The SWPPP was developed in accordance with the State Department of Ecology’s storm water regulations and guidance documents.  Potential pollutants of concern include hydraulic oil from equipment, steel aluminum from parts fabrication, paint from painting operations, and oil and grease from automobile and truck repair and maintenance.  EFI Global established best management practices for the facility, specifically for site control of potential pollutants from fabrication and painting areas.  A storm water training program was also developed for the facility, as well as, inspection and record keeping procedures.

Feasibility Assessment, Permitting, Sensitive Areas Assessment

A new high-pressure natural gas distribution pipeline project includes construction of a 9-mile segment of a 16-inch diameter main originating at an existing interstate gate station and continuing toward the urbanized areas within the project area.  EFI Global performed a route and cost feasibility assessment to identify the most likely alignment for the new pipeline.  This included a review of various construction costs scenarios, potential route alternatives, and the identification and evaluation of potentially difficult permitting issues.  Additionally, EFI Global obtained project specific information from agency meetings, client project staff, field studies, available published data, and our knowledge of the project area.  The project tasks included identifying land parcels requiring sensitive areas assessments, wetland delineations, stream assessments, wildlife habitat identification, and preparing State Environmental Policy Act (SEPA) documents and supporting sensitive areas/permit documentation.  Applications and supporting documents were prepared to support efforts and obtain all required permits and approvals.

Air Emissions Inventory, BACT Analysis & NOC Applications

EFI Global conducts compliance auditing, permitting, and program development for multiple facilities of a large bakery chain.  Our experts conducted detailed compliance audits including environmental records review and facility walk-throughs.  Findings were recorded and discussed with facility personnel, and strategies were developed to remedy the non-compliance items.  Upon completion of an air emissions inventory, EFI Global assisted the bakery in presenting the preliminary information to agency personnel to obtain air quality permits for the facility’s emission sources, and allowing operation of the facility prior to issuance of the final permit.  EFI Global staff completed an emissions inventory report, evaluated impacts of toxic air contaminant emissions, performed a Best Available Control Technology (BACT) analysis, completed the State Environmental Policy Act (SEPA) Environmental Checklist, and prepared the appropriate agency Notice of Construction (NOC) permit application forms.

Petroleum Remediation Services

A petroleum pipeline company incurred environmental liabilities associated with a historical release of gasoline and diesel fuel from a pipeline in a flat farm field with few windbreaks.  EFI Global’s subsurface investigation yielded 7,000 cubic yards of hydrocarbon-impacted farmland soil that required remediation.  Our staff designed an IEPA-approved in-situ biocell remedial action plan utilizing wind driven turbines to accelerate soil gas movement, resulting in 80% of the soil remediated within one month.  EFI Global’s innovative approach of treating the soil in place expedited the remediation efforts and reduced the client’s long-term liability.

Pipeline Emergency Response Activities

EFI Global performed emergency response activities involving a gasoline pipeline release into an adjacent neighbor’s basement sump.  Due to hydrocarbon vapors in the residence, the neighbor was immediately evacuated to ensure safe living conditions.  After conducting extensive subsurface investigations, a team of EFI Global engineers implemented a Corrective Action Plan to remove the hydrocarbons from the area, determine the source of leakage, and allow the homeowner to return to the residence.

Industrial Hygiene Monitoring and Sound Pressure Level Testing

EFI Global provided quarterly industrial hygiene exposure monitoring services for numerous chemicals and noise for the manufacturing facilities of a large international document management company.  Our experts conducted personal and area exposure assessments and sampling for numerous chemicals in order to achieve and maintain regulatory compliance.  Octave band sound pressure level mapping was also performed in three areas of the major production plant that used acoustical engineering control practices.  As a result, EFI Global provided noise mitigation design and cost estimates for the client’s capital expenditures over the long run.

Industrial Hygiene Management Plan and Policy Review

For numerous operating units within a federal medical center, EFI Global conducted a comprehensive management plan and policy review of 34 environmental and industrial hygiene programs, including water minimization, hazardous chemical storage, pesticides, indoor air quality, hazardous materials spill response, and chemical hygiene.  As a result, the medical center met compliance with the Joint Commission on Accreditation of HealthCare Organizations (JCAHO) standards, Occupational Safety and Health Administration (OSHA) regulations and Environmental Protection Agency (EPA) regulations.

Health and Safety Management System Design

EFI Global worked closely with a global manufacturer of wool fiberglass and foam insulation to develop a Health and Safety Management System (HSMS) for its 13 U.S. facilities.  Development of the HSMS required in-depth understanding of the plant’s operations, corporate best management practices, and OSHA regulations.  To achieve consistency across 13 plants and address individual plant variances, EFI Global professionals created a computer-based management tool that addressed health and safety compliance, risk minimization and stewardship in a comprehensive and practicable manner.

Indoor Air Quality and Mold Management Services – Public Education Facilities

EFI Global has provided indoor air quality and asbestos abatement services to numerous school districts and universities nationwide.  At a public educational system with 7 campuses totaling over 5 million square feet, our environmental professionals performed comprehensive indoor air quality consulting services.  The services provided include AHERA asbestos surveys, development of plans and specifications for asbestos and mold abatement, on-site abatement monitoring, IAQ/mold services and interior demolition, and training and asbestos management plan updates.  Services for the abatement program included the budget estimating, priorization of asbestos containing materials based on hazard assessments and overall scheduling requirements.  EFI Global provided project bid documents, technical specifications, bid services, management and monitoring services required to support each project.  Our professionals also provided the design, management and architectural services for replacing the materials removed.  Utilizing methods developed from over 10 years of project experience, EFI Global completed the project efficiently with over 100 abatement projects performed with no lost time due to injuries and saving the client $1 million in budget costs.  Additionally, EFI Global assisted the client by pursuing a claim that resulted in the recovery of over $2 million.

Indoor Air Quality Pursuing Surveys – Office Building

In response to occupant complaints of poor working conditions, a property management company engaged EFI Global to perform indoor air quality surveys in a 64-story office building.  As part of the survey, experts sampled typical indicators and contaminants of indoor air quality; performed bioaerosol sampling; conducted a limited review of appropriate areas of the related mechanical equipment, evaluated the results; and where possible, provided generalized recommendations to improve air quality.  Additionally, continuous monitoring for airborne dust, temperature, relative humidity, carbon dioxide and carbon monoxide was performed for a 72-hour period to aid in the evaluation.

Expedited Lead and Asbestos Services

As a team member on a $40 million rehabilitation project for commercial building property developer, EFI Global initially provided confined space training and hazardous materials inspection services.  Upon reporting the results, EFI Global was requested on an expedited basis to explore abatement options for the welding of steel support plates throughout the facility and the exterior sheathing water damage/mold growth.   The construction critical path required the lead and mold abatement to begin the next week.  EFI Global provided project design, bidding and subcontractor management, clearance sampling and oversight throughout the lead and mold abatement project.  EFI Global was also requested to provide a LEED’s US Green Building Counsel Indoor Air Quality Construction Management Plan, mold design and abatement plan, and provided real time dust monitoring and mold air-o-cell monitoring during the construction.

Asbestos and Hazardous Materials Surveys

As part of a 3-year term agreement with a City Public Health Commission, EFI Global provided emergency response, asbestos and hazardous materials surveys, construction monitoring, and underground storage tank inspections for various public facilities.  After a campus-wide asbestos survey, EFI Global provided asbestos and indoor air quality Operations & Maintenance Plans at public university containing approximately 20 buildings, most dating back to the early 1900s.  Additional inspections resulted in project design and full abatement monitoring for the removal of thermal system insulations and boilers on major city property.  Cost estimations and remediation recommendations were also provided after conducting a hazardous materials survey and chemical/biological waste inventory at a 4-story business building.  EFI Global’s flexibility allowed the projects to be completed using multiple shifts and achieve remediation clearance on the first attempt.

Asbestos Investigations – 1600+ Sites

After the acquisition of over 1600 retail bank facilities, a large national financial institution initiated a portfolio-wide program, requiring path of construction surveys at all acquired sites.  This commenced on an expedited basis in advance of the installation of new networking equipment, interior finishes, and signage.  EFI Global joined the team as its environmental consultant, working alongside construction managers, architects, electricians, and IT professionals to meet corporately established deadlines.  Within days, EFI Global had mobilized 15 inspection teams, established and hired emergency response contractors, and provided abatement monitors for locations across the Northeast U.S. to perform on-call abatement to accommodate the path of construction.  The project concluded with the inspection of over 1600 sites, analysis of over 10,200 asbestos samples for same-day analysis, and the production of 1600 survey reports.

Wetlands Investigations

To assist a major developer with a 15-acre tract of undeveloped land, EFI Global conducted a wetland investigation involving identification and preliminary delineation on property subject to the U.S. Army Corps of Engineers (USACE) jurisdiction.  To identify potential jurisdictional waters or wetlands, our experts followed the determination methodology established in the Corps of Engineers Wetland Delineation Manual.  Based on the acreage of wetlands present on the property, our team assisted the client with an alternative development plan compliant with U.S. Army Corps of Engineers regulations.

Forest Inventory Project – U.S. Army National Guard Site

In order to ensure the sustained production of forest products, U.S. Army Regulations requires an inventory of forest resources with timber volume estimates every 10 years.  In addition, a 33,150-acre Army National Guard training site located in the Midwest U.S. also requires adherence to the U.S. Fish and Wildlife Service endangered species habitat requirement as specified in the camp’s Integrated Natural Resources Management Plan (INRMP).  EFI Global was contracted to develop the inventory sampling methodology and complete reporting to meet the requirements of these regulations and to be used by the Natural Resource Management office to update the next schedule revision of the INRMP.

Our professionals developed a sampling methodology to complete variable radium, horizontal point sampling using a 10.0 BAT prism with plots established using a locally developed and industry accepted formula.  The data collected included number of trees per acre by diameter class and species; volume per acre by diameter class and species; number of snags per acre by diameter class and species; total number of trees; total volume (in cubic feet for trees less than 12-inches dbh, and board feet for trees greater than 12-inches dbh); harvest volume per acre; and total harvest volume.  Upon completion of field data collection activities, EFI Global reported accumulated inventory data, a summary of the general management prescription for each stand, and specific silvicultural management prescriptions for each stand.

Archeological Assessments – National Park Service

EFI Global has performed archeological assessments for three sites for the National Park Service prior to construction activities.  The archeological investigations included pre-fieldwork literature and file review, pedestrian archeological survey of the project areas, subsurface archeological surveys using screened shovel probes, 1 x 1 meter excavation units, and backhoe trenches to verify the presence or absence of archeological materials.  For all three sites, isolated artifacts were recorded and analyzed to professional standards using GPS/GIS technology when possible.  Upon project completion, EFI Global provided technical reports for review and curation.
